Can you please confirm whether this is problem in OOMA or a configuration issue?

1) I have OOMA primer and configured OOMA to forward calls to my cell. (Multi ring). This feature works as advertised and the calls are getting forwarded correctly if the internet is down.

Just today I realized that all calls are not forwarded. Only calls originating from non VOIP providers is origination.

1) Internet down. If I call from another cell phone, the call is getting forwarded
2) Internet down. If I call from vonage, the call is not getting forwarded
3) Internet down, If I call from cell and if the if the cell is configured to deliver the via Google Voice, then it is not getting forwarded.
