My setup is a hub with primary number and a scout with its own number (not shared).
Online I can view my call logs and voice mail for the primary number but not for the scout.
Am I suppose to have a separate login/password to access those of the secondary number?

Yes. When you set up the secondary number and assigned it to a private device you created a password for that account. Try logging into my.ooma.com with the secondary number. If you can't remember your password, it may be the same as you used on your first number. I did that just so I wouldn't get too confused.
