Direct to VM: only one inbound number fails to ring.

I have a case where only 1 (known) inbound number is failing to ring. Calls from that number are going direct to voicemail.
Numerous other inbound numbers are ringing as expected.

I don't have any premium features enabled. Outbound calls to that number work.

Is there a setting or specific phone services that may have difficulty connecting?

The service provider on the inbound number is a VOIP service called "Phone Power".

Make sure you have both community and personal blacklist disabled (unchecked). Save.

Make sure you don't have anonymous call block enabled (unchecked). Save.
