I've been using Ace Innovative for quite a few years. They not only offer a Static IP to residential accounts, but it comes with no port blocking, .i.e. they don't care if you have traffic incoming on port 80 or outgoing on port 25.

Used to be just the NYC area, but now cover Poston, Philly, D.C.
