Not in my case. I have a static IP address from my provider.
Several years ago I used to use a static IP address issued from my provider, because of some special work related applications that I had to use. For some reason the provider changed my static IP address, and after that I had all sorts of problems. Eventually I had to have another static IP address issued to me before things returned to normal.
