seven digit dialing?

Although I'm in an overlay area code and I can still dial 7 digits and get through. One thing that I've noticed though, is that it takes about 10 seconds to connect and only about 2 or 3 when I dial 10 digits.
No I am not in a overlay area. Or proposed area. Not sure why but will get used to 10 digit and no phone bills.
