I would like to install Ooma in a rental property and provide free calling, however, I don't know if I would be at risk for incurring charges from any "fee-based" numbers dialed. The example that comes to mind are "chat" lines that publish numbers that would place a hefty per-minute charge on the monthly statement for plain old telephone service.
If I would be at risk for those charges, is there a way to block such numbers as is offered in most traditional carriers and some VoIP providers?

I don't think you will be charged for any call incurring fees. OOma blocks that automatically.
To call overseas one needs to have a prepaid account for that, before they can make the call.
Outgoing calls allowed per month: 5,000 min max.
Also there is a log in the account which lists every call made with date and duration.
