Beginning of call getting cut off

I'm noticing that the first second of connection time is being cut off when I call people. By that I mean when I call a number and it stops ringing and connects, the other person has already been connected for about a second. If they were talking, I never hear that. I've noticed this for a while and it's very noticeable with answering machines with short messages.

For example I called someone who simply has their name as their message. If I call from my workplace phone I hear their full name when the call is answered by the machine. If I call from home over Ooma I hear the last syllable of the last name.

Any way to fix this?

I haven't experienced this but have you tried *99 or *98 dialing prefixes to test if other codecs make any difference?
