Trouble Dialing Out and Call Quality

We have been having trouble dialing out lately, phone on the other end rings once and then we get a fast busy single.
Also the call quality doesn't seem that great at different times of the day. Any help would be appreciated.

I have Mac address set to use built in.
I have enabled 10 digit dialing.
Here are the numbers from phonepower.

Upload Speed: 2117
Download Consistency of Service 72%
Upload Consistency of Service 99%
Maximum TCP Delay 67ms

When dialing out, try prefix *98 or *96 before the number. Example: *98-1-xxx-xxx-xxxx.

Thanks Thunderbird...for some reason it seems to be working OK today?
But if it happens again I will try what you have suggested.
