You may be having an intermittent condition or a condition that changes according to loads. You should probably check “Maximum TCP delay” several times during the day to see if the large TCP delay comes back. Also pay close attention to see if there are any lost packets also after each test.

How is your Ooma setup? Modem-Ooma-Router or Modem-Router-Ooma?
