Yes, you don't have to if you don't want to. The new Telo basic does not have voice mail, and phone support is limited for 60 days. Ooma core user has it for live--that is the live of the ooma hub.
As Groundhound mention above, an ooma core with hub+scout combo will give you Voice mail without paying for premier. If you don't want premier, I think ooma core is a better deal, but you have to act quick, when the retail ooma core is sold out, it's gone.
