This rationale doesn't quite make sense, since the additional units are indeed paid for. $300 to load-balance your telephone usage seems steep to be restricting the practice.
What if Commercial use is less than 5000 minutes a month?
Does the possibility exist that Ooma corporate could have legal grounds to arbitrarily disconnect your service should an Ooma-leased number appear in the Yellow Pages?
