Forwarding to mobile - voicemail does not pick up

I have forwarded incoming calls to my mobile phone, Verizon.
calls are forwarded. However, if the call is not picked up (by the mobile phone) the voicemail of the mobile phone does not respond.
At the mobile phone, after each 4 rings the call is disconnected, and it rings again as a new call. The caller hears continued ringing (e.g. the caller hears about 12 rings, the mobile shows 3 missed calls - but no voicemail).
*** This issue specific to Ooma forwarding.
When the mobile phone is called directly, or when calls are forwarded from another service (Google Voice) - the voicemail of the mobile phone DOES answer.

Can this be fixed?

You have to actually answer the call on the mobile phone and press 1 to accept it. The only way around this is to set the forwarding mode to forward on internet outage and then turn the ooma box off so it is no longer connected to the ooma servers.
