Connect to 172.27.35.1 and change the router's DHCP server to issue addresses in it's default range 192.168.1.x.

You did not successfully do a factory reset.

The router is issuing addresses in the same subnet as the ooma hub.
That can not work. Routing can't take place in that environment.

The lease times come from the router. The router's WAN port is not connected to anything so it couldn't contact an NTP server to get the correct time and date.
