I have a 2nd line with a totally different telephone number. It has been ported and i went online to add a device which was a scout, assigned this number to it, then connected the scout to the hub (phone cord goes from scout to line 2 on my base unit and from hub to line 1 of the base unit). The hub and scout are connected via the wall port to each other. The issue is when i call my line 2 number it goes right to a voicemail and does not ring as line 2 on my phone. Why? What did i do wrong?

Not sure if this will help, but . . .
When you call line 2, are you using line 1 or a different phone (your cell perhaps)? I believe there is an issue that will not allow L1 to call L2 (or vice versa).
Have you set up voicemail on line 2? Pick up the phone connected to the scout, push the play button on the scout and follow the prompts.
