Paying for domestic LD is rapidly becoming a thing of the past. Only POTS does it now and that model is rapidly losing market share. Even POTS companies are offering unlimited LD plans to try and stem the tide, but charging for domestic calls based on distance is doomed. I expect that within a few years no one will care where their area code is because of any concern for callers paying LD charges to reach them.
