Call Forwarding (on Internet outage)

I noticed there are three call forwarding modes.

1) Call forward on Internet outage
2) Call forward all
3) Multi-Ring

When the second two options call my cell phone, ooma comes on and requires me to press "1"to accept the call whereas the "Call forward on Internet outage" just picks up (no "1" required).

Is this working as designed?

Is there a way I can control this option of requiring "1" to be pressed or not?

Ooma is considering this as an option in the future but it is not available now.
