Is there anyway to block a caller who shows the number"1"?
Yep, that's it. Just 1. The caller id says

The Ooma Blacklist requires more than one digit. There are not any more digits. Perhaps someone here has a work-around.
I realize the blacklist has severely limited capabilities, enough that I am thinking Premium is not worth it.

You can input wildcard entries.
For this case, try 1* entry.
For my area codes 206, 425, I've blocked these area codes and numbers for your consideration: /viewtopic.php?f=5&t=14774&start=30#p109122
