one phone works, the other doesn't

ooma hub and scout-
The phone directly connected to the hub does not get a dialtone, but the one connected to the scout does. When an incoming call is received, none of the phones ring, but a voicemail is received on the ooma. The voicemails used to go to my answering machine on the phone, but now they go to the ooma.
I unplugged everything and restarted, but still the same problem.

Prognosis for your Hub isn't good. Phone port may be out. You can try factory reset and see if that helps. /viewtopic.php?t=14758#p103084

can I connect another scout and just not use the phone port on the hub?

That will work. Don't need to use the Phone port of Hub.

Your log today shows a call answered on the scout. Did the scout phone ring ok?
