Blacklist and Privacy options

I recently dropped Ooma Premier and lost my blacklist. I thought this feature was available without having to subscribe to the premier service. Was that the case in the past? When did this change?

Blacklist has always been a Premier feature.
Customer since January 2009
Telo with 2 Handsets, a Linx, and a Safety Phone
Telo2 with 2 Handsets and a Linx
