Charged for international calls that don't go through!

Why do I get debitted for an international call that does not go through? I made two calls today that rang without being answered, yet my prepaid balance was reduced by $0.62 for each one.

Ooma Support hours have regressed to: "Monday-Friday 8am-5pm PST, Saturday-Sunday closed".

The bottom of the Support page says:
Do you have questions? Call us, free of course, at 1-866-452-6662. Monday-Friday 8am-5pm PST, Saturday-Sunday closed.
