"your current privacy status doesn't allow call completion"

Getting this recording when calling a number that had no previous issues. Has my status changed with caller ID without my knowledge?

If you have your outgoing caller ID blocked and the person that you are calling is set to block anonymous calls, you will not be able to complete the call.

Yep, that's how I understand it. So assuming nothing has changed, why the message?
