I am converting to AT&T standalone (Dry Looped) DSL and will NOT have a landline. Will Ooma HUb & Scout work with this setup?

yes, but the hub must be provisioned to work wirhout a landline
also the scout wiring must be isolated from the DSL to avoid interference

...How is the Hub provisioned? Is this a online setup option or a wired configuration...

you selected this option when you first registered the hub- either it is set up to work with an integrated landline or setup to work stand alone
the only way to change it is to call CS and request they reprovision the hub

I have the same set up as your.

I have the hub setup for work with a land line, and now my DSL is dry loop--no dial tone--but the voltage(50V DC) still there. The hub seems ok with it--I still have the DSL line connect the the hub WALL port.

this is not a good idea a voltage spike could fry the ooma
