Long story short, my parents live in Ontario Canada, and had to call 911 this morning.
The 911 operator that answered was located in the US. Questions arose, a slight delay, but they were connected to the local 911 service.
Their home address info on the OOMA account and numbers are correct.
Is this normal for a Canadian customer to be redirected to a US 911 service ?

Not normal. If your service address in my.ooma.com is Canadian address, 911 should have routed to 911 center for that address. I'd call Ooma customer service and ask.

The 911 call was made right around the time that the number port on the account completed. At the time
of the call the 911 provider had not processed the new number yet so the call got routed to the general
Emergency Call Response Center (ECRC) which after confirming the address routed the call to the designated
Public Safety Answering Point (PSAP) for the area.
