Register your address in the Ooma Lounge (under Account, then Preferences). The best way to confirm that 911 knows your address is to dial 911; explain to the operator that you just got a new phone and want to confirm the address for your number that is displayed on their screen.

The best way to do that is to call the 911 emergency center's non-emergency number and schedule a time to call 911 that is acceptable to them.

I called my local police department and told them I'd be trying my 911 service, then I called 911. It worked great, and they had all the right information about me (name, address, phone).
