Can't seem to find a clear answer on this when I searched the forum.

1) If I purchase premier Ooma and use the second line feature in my home office can I port my current office Vonage number to the second line?

2) Can a number be ported to the personal number feature? I'd like to port a cell phone number to it. Is this possible or can only land lines be ported?

Yes, that's no problem.

Officially, we only port landline or other VoIP numbers, however we're able to port cell phone numbers on special request (you'd need to call in for instructions).
