Is there some way to turn on the message waiting alert on the OOMA telo? Or, am I to believe that such an obvious feature was overlooked. If it was left off, is there any way I can add that using another device?

You talking audible or visual? The visual is already there if you turn up the lighting.

Most modern cordless phones respond nicely to the message waiting signal that ooma sends over the PHONE port. My Uniden 1580 handsets all flash when a message has been left. Also, the Telo handsets have a little blue light that alerts you of a message.

They also display the number of messages that you have waiting.
Other handsets will only display that you have a message (one or more).
It works great for me, the house looks like a Christmas tree flashing with all of the handsets blinking along with the play button on the Telo.
