The guy that made that statement (Rich Buchanan) is no longer employed by Ooma.

I am not sure why people dont believe that number forwarding during outage is avaialble for permier members. It even says so under features. Here is a screenshot from my ooma screen (see image)

It has always been available for Premier members.
Rich said it would be made available for everyone, but so far it isn't.

ooma twit from 11 hrs ago: "@NikPappagiorgio 'call fw on network outage' is part of premier. we plan to make it available for basic users in the future."

This means that it is still in the plans.
