Refurbished ooma subject to reactivation fee?

I'm guessing that refurbished oomas are not subject to the $60 reactivation fee, but I can see how some people might wonder about that because refurbished ones have been previously activated. Does anyone know for sure?

these things come with phone service valid (currently) forever. How could there be a reactivation fee? haw could a unit go inactive?

Refurbed units are cleared of any previous phone number relationship, if they ever had one. Refurbed units are usually just returns and have never been activated.

Resold or used units (Ebay for example) are another story.

...how could there be a reactivation fee?...
if you sell a unit there would be a fee to reregister and reconnect it under the new owner's account
