That is the standard telco description for dialtone notification of voicemail

No studder tones but Ooma does transmit FSK, (Frequency Shift Keying) A simple digital modulation technique that uses two frequencies for 0 and 1, to indicate VM. Some phones do pick up that signal. Some of these FSK phones will also give you an audible beep on new voicemail via FSK.
