Does Ooma provide a remote access number that allow subscribers to make outgoing calls for the lower LD rates and caller ID?
And his response:
We are going to introduce mobile phone and PC based clients later this year for access to your Ooma account calling.

There have been a lot of folks who have wanted a softphone (pc-based) client. This is great news for those who travel!
