Does OOMA VM work if you are on the phone?

With Cox, if I was talking on my line and a second call came in, it would kick over to Cox VM. Ooma seems to be just letting such a call be logged as a missed call and not picking it up as a VM. Am I set up wrong?

Hard to say without knowing how you're set up. Did you elect to integrate your landline so that inbound calls are still ringing on the landline, or did you get an Ooma assigned number?
