Paying Twice for Premier???

I looked at my bill for the first time in a long time, and notice that although I pay $136 once a year for Premier Service, I'm also charged about $10 a month. I called Ooma, and was told that the $10 a month if for taxes and fees. I looked at the bill, and see:
Secure Plan Monthly Premier 1 $3.99 $3.99
Subtotal: $3.99
Taxes and fees
911 Service Fee: $1.00
Regulatory Compliance Fee: $1.60
Local Interconnection Recovery Fee: $2.25
Ca Universal Lifeline Surcharge: $0.19
Ca Emerg Tel Users Surcharge: $0.03
Ca High Cost Fund(a) Surcharge: $0.01
Santa Cruz Co Emer Resp Fee: $1.47
Ca Teleconnect Fund: $0.03
Ca Telecom Relay Systems Surcharge: $0.02
Ca Advanced Serv Fund Surch: $0.02
Ca P U C Fee: $0.01
Total: $10.62
According to this, it looks like my taxes are about $6 a month, but I'm being charged $3.99 for "Secure Plan Monthly Premier". What I don't understand is why I need to pay this $3.99 monthly, given that I also pay $136 a year for Premier. I tried to ask the Ooma person and was told that the $136 a year is for a Premier Subscription, whatever that means. On the Ooma website, the tax calculator says that my monthly taxes and fees are $6.24, and the Premier site says Premier service is $9.99 a month (which 12 months of would be less than $136). So does anyone know why I'm being charged the $3.99 each month for Secure Plan Monthly Premier, given that I already pay $136 a year for Premium service (since the $3.99 is not a tax or fee)? It seems I'm being charged twice, or Ooma is misleading in saying Premium service is only $9.99 a month plus taxes and fees. Any clarification would be appreciated. Thanks.

I don't think I have Home Security, but I did once buy a water sensor, which is hooked up. Under my account page, at the bottom it says

"Feature Subscriptions
Protect your home and loved ones with Ooma Home Security. Save with a 5-pack of sensors.
Secure Plan Monthly Premier"

So does that mean I'm paying for Home Security? When I bought the water sensor I thought it was supposed to be a free service, but perhaps I was simply wrong.
