Is there a way to use my 2nd line (Premier service) by default for outgoing calls? (I know I can press 'Flash', but want to know if I can go to the 2nd line as soon as I pick-up the receiver). The phone in question is connected via a Linx and has the secondary phone number associated to it.

If you created private account with Linx and assigned your second number to it, then no.
Otherwise, you can go into privacy section and choose your default outgoing callerid. Or on per call basis, use **1 dialing prefix. Even if your 2nd number went to a private device, you can still do **1 I think.
