I don't play the lottery but thought I'd do some research and try to help after my attempt at levity.
Have you tried 781-848-7755 to reach them? I just did a few minutes ago (using ooma) and found the winning numbers, etc. Would this be an adequate workaround? I found the number on their website on the games page.

some 800 number owners restrict the areas that they allow callers to call from. Same thing happens with NJ Transit 800 number. If you call from outside of NJ on the 800 number it will not work. You must call the "local" number (free any way with OOMA!)

it is still not working from last full month now
I tried both those numbers from Connecticut and they do not work with my Ooma phone.
