New VM from Unavailable [Restricted]

Not sure why, but I received this call today which went right to voice mail (no ring)?

New VM from Unavailable [Restricted] (45 sec)

Is this a result of a Community Blacklist?

I have no personal blacklist.

You may have anonymous call block enabled.

Yep, that was it, I had anonymous call block enabled.
