I can dial out. Cant receive calls. When u call you get this message. The subscriber you have dialed is not in service.

If you have just setup your Ooma device, make sure that you have chosen an Ooma Line 1 phone number in My Ooma.

If you have a Line 1 phone number, and are still within the first two months of your Ooma Premier trial period, you can go into My Ooma and setup another Line 2 phone number. Then test call that number.
If the Line 2 phone number works, and the first number that you have doesn't mean anything to you, have Ooma Customer Support roll you second number over to your Line 1 number.
Make sure that Ooma Customer Support doesn't try to charge you for changing Ooma phone numbers.
