Can't get Ooma voice mail to activate

I have my Voicemail preferences set for voicemail pick up after 4 rings. But when I test it my phone continues to ring and voicemail never picks up. I have Multi-Ring enabled to simultaneously ring both my home and cellphone. Could this be part of the problem?

Problem is now solved. I just don't know what I did that fixed the problem. But Voicemail now appropriately picks up calls after 4 rings.
