Tried that, too.... doesn't work.
I must be doing something else wrong. Tried to call my Ooma number while it was unplugged and it did not forward to my cell phone.

It can take 5 to 10 minutes for the Ooma server to detect that the Telo has gone offline.
Forwarding would not work until after the server detects that the Telo is offline.
It's time to call customer support. You appear to have a defective Telo.
