Incoming call gets busy signal when Ooma offline

I just got the Ooma device and wanted to test to see if people could still call me when the device was offline so I unplugged in and then called my Ooma. It rang once and then I get a busy signal.

I had set to forward on network outage so I checked that and tried again about 15 minutes later and I still get the same busy signal. Aren't calls supposed to go to voice mail when the Ooma is offline?

Okay about 30 minutes after I disconnected my Ooma from the power supply it seems to be working as designed. That's a long time though. Is it really supposed to take 30 minutes for Ooma to detect that my Ooma Telo is offline?
