Can't get the voicemail to work the way I want

I want my mothers phone to pick up and record a message. She is 80 and some of this is confusing for her. I have set her uniden base to pick up at 6 rings, I have set the preferences for her account to pick up at 59 seconds. My motive is to have hers pick it up so she can easily get the message but have Ooma record them if the electricity goes out.
Everytime I call her number the Ooma default message picks it up.
What am I doing wrong?

Well maybe it takes a few minutes for the changes to run through the server. After about 10 minutes it seems to work the way I want it too.

All changes made on my.ooma, that have to be implemented by the back end hardware, require about 5 minutes to take effect.
