is there any way to get to the ooma prefs page when the device is BEHIND the router?

It's in https://my.ooma.com/system, not the ooma device.
And by the way, the name change to "Enable high-bandwidth codec", not fax enable anymore.

okay, now does this HB codec work with the traditional ooma device, or only the new device?

The High Quality Codec works with both the "traditional" Ooma Hub/Scout as well as the Telo. Please see earlier posts for how to enable/disable the codec within My Ooma.
