Have ATT Uverse Modem to Ooma and the call quality isn't very good.

Ran test on site:
Download Speed 4240 kps
Upload Speed 897 kps
Latency 93 milliseconds
Jitter 0 milliseconds
Packet Loss 0%

Site says, Congratulations! Ooma will work great with your internet connection.

Have brand new VTech 6.0 Phone, but the calls sound garbled and not very clear. Even the dial tone has like a buzzing/static like sound to it.

Any ideas?

Is the Vtech connected directly to the Telo's Phone port?
