I was playing around and assigned a number to my scout, but now I can't undo that and make both numbers be shared again.
It keeps giving me an error:

There was a problem moving your number. Your number reservation may have expired or you may not have any additional virtual numbers available to add. If the problem persists, please contact support at https://www.ooma.com/support.

I tried deleting the scout but that didn't work either since there is a number associated with it.
What do I need to do to get it back to both numbers sharing?

Log into your account using the main phone number, not the one you assigned to the scout.
Go to Preferences -> Phone numbers
Click on the second phone number.
Click on the pull down to the right of Assign to device.
Select shared instead of the name that you gave to the Scout.
Click Save.
That will put the number back into the shared mode.
You will then be able to delete the Personal device that it used to be assigned to if you wish.

Wait at least 5 minutes before you test it.

Hmm.. I think the problem is due to the number that is assigned to me is not correctly set up right.
I just tried dialing it and it says the number is not in service.
