Double dial tone

Anyone have any idea why we would hear the Ooma tone when we pick up the phone to dial and then about 10 seconds later when someone picks up on the other end?

Thats the ooma connection tone.It can be disabled here:

Sorry, should have been more specific. We hear the Ooma connection tone when we pick up to dial and then that same tone plays again when the person we are calling answers.

When you pick up the phone you hear the ooma dial tone, not the connection tone.
You hear the connection tone when your called party answers.
The connection tone can be customized or disabled in my.ooma.com.
