Questions about need for an active phone line

Just moved into a new house and decided not to turn the phone line on. I have a cordless phone with two handsets and both are working fine without my plugging the hub into the phone jack on the wall.

However, I'd like to use the scout in an upstairs bedroom. Do I need to have an active landline jack in order for the scout to work or can I just plug the hub and the scout into the phone jacks on the wall even though I've never turned on the phone line?

Plug the WALL port of the ooma hub into your wall jack. Plug the WALL port of the Scout into another wall jack.
Scout should work fine.
