New Hub activation.

I replaced my Hub with a Telo, and gave the Hub to my neighbor. What does he have to do in order to activate the Hub?

Would have to call in to Ooma customer service. Will be a $79.99 activation charge. There will be a monthly tax charge so need to provide credit card info too.
