I have the following setup:

Cox coax into modem. Modem ethernet to ooma base in modem plug. Ethernet from ooma Home plug to Linksys wireless router. There is no phone plugged in here.

On scout in another room have wall jack to scout wall plug, then scout phone plugged into actual phone which is base station.

All other phones are cordless with only charging cradle - no phone line necessary and no scout reqd per page far as I understand it.

OOMA hub is just blank - except play button which is flashing to play stored message.

Haven't seen a blue light yet...any help?

Thanks - did get the blue light on the hub.

Scout shows bottom four buttons solid red and dial tone is still regular one from Cox. Wall jack plugged into wall plug on scout, phone on scout plugged into base real phone.

I selected to use a temporary number from ooma and am not currently porting my existing number...wanted to check this out first before committing.
