Personal Number and Personal Ooma Device

I have a Telo with Preimer servise and all is well. I'd like to add a second line to use in my home office that will only ring in the office. I see where I can easily do this with a Telo Handset and I think this is what they refer to as a Personal Ooma Device. However, if I don't want to use the Ooma handset in my office can I use a second Telo as a personal Ooma device?

For my home office line I need 3-way calling, and multiring.

I guess what I'm getting at is if I want two lines with all the benefits of Premier service without using a Telo Handset, do I need two Telos with Premier service on both of them?
